A Study on the Separation of Dispensing and Prescribing and the Drug Pricing Policy in Japan

Abstract
At present, dispensing has not been separated from medical practice at all in Korea. At September 17, 1999, Korean government established the guidelines for plan to separate of dispensing and prescribing is going to be introduced in Korea at July, 2000 year. It is said that the separation of dispensing and prescribing is essential to promoting appropriate use of drugs. Japan has similar to Korea in point that it is for patients to receive drugs from doctors in social, cultural and traditional. In this study, we want to know the status of the separation of dispensing and prescribing in Japan in which there have been rapid advances in recent years and the separate rate(the rate of priscriptions to be filled outside hospital) was about 26% in 1997. and her country¢¥s drug pricing policy. The status of the separation of dispensing and prescribing in Japan was as follows: the separate rate was about 26% in 1997 and its government has been made environments for introducing it, such as the realization of precribing fees, so that medical institutions might be involved voluntarily and also is implementing a model project of the separation of dispensing and prescribing for 38 national hospitals from 1988. The separate rate for 38 national hospitals in Japan have rapidly increased to 86.5 % in June, 1988. In conclusion, we propose to introducing the separation of dispensing and prescribing for public or national hospitals at first for some years. Although the separation of dispensing and prescribing will contribute to improving the quality of medical care by encouraging the proper use of drugs, but it would be introduced gradually after considering whether our country has conditions which can implement it or not.
